Hello and welcome! 2 things:
1) There is a known bug when trying to create a new TiddlyWiki file from within TiddlyDesktop. 2) Follow the steps outlined in the below link, including the downloading and renaming of the HTML file, and you should be good :) You can download the zip file via the browser initially if you want/it is easier.
