OK -- I've dug further. I went to a dual boot (WinXP and ubuntu 9.10)
desktop. I downloaded TikiWiki 2.6.0 into both partitions. Under
WinXP, it worked as advertised (after I convinced IE (8.0.6001.18702)
and firefox (3.0.18) that it was ok to let empty.html run java).
Under ubuntu, no luck: I couldn't save changes with firefox (3.5.2)
or epiphany (Web Browser 2.28.0).
After pulling out some of my hair, I upgraded firefox to 3.5.8. Now I
can save changes, but it will NOT remember that I've said it's ok:
Every time I change and try to save I get the "A script from 'file://'
is requesting enhanced abilities that are UNSAFE ..." message, and
telling it to remember doesn't make it so.
Still -- I can live with that.

Thanks for considering my problem.
