There are extensive options to reduce the amount of selectable tags
via TagSearch [1] ...all documented. You are right in that nested
tagging might be a valuable addition to reduce the interfaces
appearance ...although it rather sounds like a hell of a tag-library
if it doesn't fit into a TagSearch panel. Besides searching, the
benefit of being able to see the most important tags all at once seems
to be a major performance bonus... having to waddle through nested
hierarchies and click twice might just reduce efficiency.

Also, in tbGTD [2], there's a modified version of DeliciousTagging [2]
that allows you to select from nested (GTD related) lists in
EditMode... which you'll see, once you open a tiddler in Editmode.
Maybe that might be of use to you although I'm not sure whether it's
documented all that well.
