I think this might be a regression bug; several years ago we made a number of changes that were aimed at moving the TiddlyWiki content nearer the top of the file (although we didn't go as far as promoting the tiddlers mentioned in DefaultTiddlers). This should be a simple recipe change, and therefore worth investigating. Martin or FND may be able to remember more details.
