Try again now. I forget what state this is in, but at some point the upgrade code was pointed at http://tiddlywiki-releases.tiddlyspace.com/upgrade the idea being that this would hold all released copies of TiddlyWiki. This doesn't seem to have been updated/maintained. I've manually updated it now so if you try upgrading now it should work (if you don't run into the problems described here [1]).
