The standard TiddlyWiki import works with URI's but a local file import
generates the CORS error.
The ImportTiddlersPlugin from TiddlyTools works with local files but the
URI import won't show any tiddlers.
The TiddlyFileImportr plugin is working with both URI's and local files.
I'd appreciate having the 'overwrite' warning though.

I find that TiddlyTools ExportTiddlersPlugin is handy for saving just a
subset of tiddlers for later re-import using TiddlyFileImportr.
