I did test the following possibilities using the latest FF (19.0.2)
latest TiddlyFox plugin (1.0alpha11) [1] installed

* Import tiddlers from a file TW in the same directory as my
empty.html is -> works

* Import tiddlers from a file TW in a different local directory ->
works

* Import tiddlers from CORS [2] enabled sources (eg. tiddlyspace,
tiddlytools) -> works

* tiddlyspot and dropbox -> don't work (not enabled by owner)

As I don't use chrome with TW, someone else has to jump in here.

I did discribe an alternative way some time ago [a]. The tweb-at-home
[b] project. For windows you should have a closer look at the LiveCD
section.
