For some reason the browser's handler is not working either. It seems like having too large a file will prevent the browser from downloading.
I grabbed a new empty TiddlyWiki file and imported my tiddlers a few at a time and when I get to about a dozen tiddlers, the browsers download handler doesn't pop up. TiddlyWiki is basically unusable under Chrome for me at the moment.
