Ok I tried getting V 2.8.1. Got Chrome v 30.0.1599.69 m (newest as of 10.16.2013) Had to do manual install. downloed new empty.html, saved old content, replaced 'current' wiki with empty.html, resaved again. now up to v2.81
used --enable-file-cookies, and --allow-file-access-from-files to no effent which ever combo I tried. End result. cookies still lost. when closing chrome and all the tabs. still no joy there. This now makes four platforms that Chrome has had an issue with for various reasons (tablet/phone/laptop/desktop). (cookies, no file save of link, no alternative color scheme etc) looks like it is back to Firefox. Again.
