__All__ browser vendors removed the possibility to access the local

Yes I'm aware of the security problems that are the reason why the features were removed. The removeal started much earlier, 12 or 13 IIR.

Yes I am using TiddlyFox, and yes I can save the TW file.

What I can't do is use the AttachFilePlugin to *READ* a graphics file from the file system to create the base64 encoded tiddler representation of the graphic.

Please note -- *READ*

Do I need to submit screenshots to make this point?

How can I use Eric's tool if I cant *READ* the file?
