For now I agree you'll have to modify the core. But according to a recent thread I think the ability to extend in a "clean" way the NavigatorWidget will be part of some future release (?). The handler for "tw-new-tiddler" already deals with a template. I thought I could re-use this code with a small modification and have it handle a "skeleton" (in the sense Stephan uses it).
