For now I agree you'll have to modify the core.
But according to a recent thread I think the ability to  extend in a 
"clean" way the NavigatorWidget will be part of some future release (?).

The handler for "tw-new-tiddler" already deals with a template. I thought I 
could re-use this code with a small modification and have it handle a 
"skeleton" (in the sense Stephan uses it). But for now I can't find the 
right way to achieve this.

I'll try to dive into your code, but as you see I'd rather not use a new 
tiddler focused on my case (Stephan Hradek has already written a good 
one)<https://groups.google.com/forum/#%21topic/tiddlywiki/R-JLasrUBcA>, 
and I'd prefer to extend an existing one, as the handler could be called by 
the ButtonWidget (or even linkcatcher but the use case is unclear ...).
