Not very easily. I see two possible questions here:
(1) You are looking at converting a site running MediaWiki (the wiki platform of Wikipedia) into one running TiddlyWiki. I did that recently, the wiki syntax is different and I ended up modifying and creating all the tiddlers by hand. I had a small MediaWiki (<250 pages) so this was something I could do while watching TV. If you have more pages than that, it should be possible to write scripts to automate the process. But you would almost certainly need to write your own scripts. (2) You want to create a TiddlyWiki using the entire contents of the Wikipedia database. Even if it was possible, this would not be a good idea because TiddlyWiki loads its entire text every time. Even assuming you only loaded it once, you'd been keeping the entirety of Wikipedia in your computer's memory. Surely there is a better use for the memory.
