They're in lists now at least, but I still don't really have any way to

Any tiddler you tag with $:/tags/SideBar will get their own tab in the
sidebar.
You could create a new tiddler where all three tiddler's content is shown
and tag it with $:/tags/SideBar for easy access in the sidebar eg:
SomeTiddlerName tagged with $:/tags/SideBar
!Characters
{{Characters}}
!Places
{{Places}}
! Act1
{{Act1}}
If you create a new field called "caption" (without the citationmarks) and
write a value, say Index - then "Index" will be the name/title of the tab
in the sidebar.
