Could you please explain me why do you need to use te tag operator twice with
the same value here :
<$list filter="[!has[draft.of]tag[Act]tag[Act]!prefix[$]]
-[[Act]]">{{!!title||$:/core/ui/TagTemplate}}</$list>
Seems to work but I don't understand why
