Hi, I experienced the same issue when trying to use Apache as a proxy on a Debian host.
One can experience the difference when trying to edit <http://tw5.alteriel.net/#%24%3A%2FDefaultTiddlers:%24%3A%2FDefaultTiddlers%20HelloThere> $:/DefaultTiddlers or HelloThere<http://tw5.alteriel.net/#%24%3A%2FDefaultTiddlers:%24%3A%2FDefaultTiddlers%20HelloThere>. I don't know yet how to tell Apache that editing $:/DefaultTiddlers is fine.
