Hi The TableOfContents you see in the sidebar at http://tiddlywiki.com/#TableOfContents if you open that to edit you will see that it uses TableOfContents as the root tag.
If you look at http://tiddlywiki.com/#TableOfContentsMacro The tabs at the bottom of that tiddler, you will see that they all use Contents as the root tag. In your own TW you can use what you like. Create new tiddlers with that tag and they will show up in you sidebar. Also have a look at the new here button for you tiddler toolbar (set from controlpanel) When you look at other peoples TW a good way to learn is to open tiddlers for edit and have a close look at what's inside.
