Ok, I get it now.
The confusion seems to be from comparing apples and pears.
If you do want to compare something, you have to compare:
 
* *[tag[foo]**[list[t!!f]]* is relative, and outputs any foo-tagged titles 
that are listed in field *f* of tiddler *t*
* *[tag[foo]!list[t!!f]]* is relative, and outputs any foo-tagged titles 
that are not listed in field *f* of tiddler *t*
