What's wrong with a simple macro like: <<CL 19388>> or <<BUG 12345>>
That works out of the box and if you post your TW text into a mailing list, 
IMO everyone will be able to read it. 

So why do you want to go the long way and make your wikitext rendering 
incompatible?
