Take the content of your <$list>...</$list> widget, and move it to another 
tiddler, [[ShowTaskItem]].  Then, use that tiddler as a "transclusion 
template", like this:

<$list filter="...">
   {{||ShowTaskItem}}
</$list>

Note the "||" preceding the tiddler name... that means that the 
transclusion will show the data contained in <<currentTiddler>>, using 
[[ShowTaskItem]] as a *template* for the output format.  The resulting 
output will be the same appearance as before.  However, because of the 
transclusion, the individual list items will be contained in separate parts 
of the "parse tree".  This means that each tag button and corresponding 
popup will have a unique "qualified" ID, so that only that one popup will 
be displayed when you click on the tag button.
