In the world of wikis that feature is called "freelinking". There has been
some discussion about implementing it over at GitHub:

https://github.com/Jermolene/TiddlyWiki5/issues/1342

The summary is that the obvious, prima facie implementation isn't practical
with the current TW core. I think it's an area that needs to be explored
through experimental plugins.
