Possibly so, yes. But of course there's a backwards compatibility issue.

It depends what you want to achieve :)

Basically, $:/tags/PageTemplate is the best option unless you're trying to
do something that needs to resize to track the size of the story river.

There's $:/tags/BelowStory to force things underneath the content of the
story river.

To control the ordering of $:/tags/PageTemplate tiddlers you can use the
usual list-before/list-after.
