I think that this could be done using the background-image css property. I don't know if you can use svg images as backgrounds so it may not scale perfectly. Do you have or can you make the background textures? I am not very good with creating svgs (or other digital images), but I can work on putting together the css to allow you to set custom backgrounds for tag pills.
There are a few ideas floating around that would be improvements in usability for tiddlywiki, maybe we could put together a listing of themes and other tweaks for different helpful modifications if people think that would be useful. The reason that colored tabs are useful is because it conveys information very quickly without having to modify any other features present.
