No with "Adobe PDF Plug-In For Firefox and Netscape 11.0.11" activated
Yes with "PDF-XChange Viewer Netscape Gecko Plugin" activated (and Adobe 
disabled)

but using the _canonical_uri method (tb above) a local pdf file will render 
with either the Adobe or PDF-XChange plugins on TW5.1.9, but neither on 
TW5.1.10-pre.

I'm using FF 41.0.

The first issue doesn't affect me because I only use a local TW and it 
seems to be plugin related. If the second issue (TW5.1.10-pre) is a real 
issue (i.e. if other people have the same problem) then maybe some new 
behavior has crept in to 5.1.10-pre.
