Ah, now I see, it always operates on the current tiddler's list by default.
That would be something this demo would benefit from mentioning. ;-)

I would not be working on index numbers too much but rather named items.

Anyhow, I think there are some severe restrictions in terms of giving 
filters the desired arguments so I opened up this:
