Well-observed!  And certainly easier to implement than some of the other 
visions offered up in this thread.

Fixed at the top or bottom of the screen (user-configurable!) seems pretty 
ideal to me — although you might run into problems if two or more tiddlers 
were open in edit view at once.  (Which toolbar would see?  You would have 
to save/close the tiddler matching the current toolbar before you could use 
the toolbar to edit another tiddler.)

Maybe if the toolbar were moved into its own tiddler and summoned whenever 
one or more tiddlers were in edit view, so that it could execute changes 
anywhere the cursor was at the time — ?  (Or maybe I'm just tired and 
overcomplicating things.)
