Well, you guys all went silent, so I came up with my own rather convoluted 
workaround involving a tiddler with the topic as the tiddler title. Then 
changing $:/core/ui/Buttons/export-page and $:/DefaultTiddlers and 
$:/.button/home to put that tiddler before all the others.
