I really like SVG as an illustration format, though I generally use 
Inkscape to do it.

For online editing I found these two from a quick google search
https://github.com/SVG-Edit/svgedit (click the Try SVG-edit 
<https://svg-edit.github.io/svgedit/releases/svg-edit-2.8.1/svg-editor.html> 
here link to use it)
or http://editor.method.ac/ though I've never used any of them

If you say you are on a locked down environment PortableApps 
<http://portableapps.com/>may be a good solution if basic online editing 
doesn't cut it, depending on how locked down your environment is.
Inkscape <https://inkscape.org/download/>is available as a Portable App 
<http://portableapps.com/apps/graphics_pictures/inkscape_portable>, 
suitable for running from a USB drive taking all your settings with you
