you could create a macro like this:
Tiddler:$:/core/macros/tiddlertitle
Tag: $:/tags/Macro
\define tiddlertitle(param)
!!{{$param$!!title}}
---
{{$param$}}
\end
And use it inside a tiddler:
<<tiddlertitle "tiddler name">>
