It was really convoluted to find. It depends on your theme. It may be in $:/
palettes/Vanilla or just $:/palettes or some other palette if you're using 
a  custom set-up. The entry is tag-foreground. Change it's value and the 
foreground color of the tag should change. Whether this is a good idea or 
not I'm not sure.
