I don't remember making that at all. But at the demo site here http://ooktech.com/jed/ExampleWikis/WordCount/ it does have word counts when editing a tiddler. The count only updates if you pause in typing for a short time.
Like I said, I don't remember making it so I can't say much more about it than that.
