Thank you to all who have replied here. Now that I understand the *intent* 
of this list, its behavior makes more sense.

An ideal scenario - for my situation anyway - would be that any tag removed 
(such as with a tm-remove-tag button) would also remove it from the list in 
$:/config/Manager/RecentTags, if so desired. I don't relish the scenario of 
'non-standard' tags hanging around in Tiddler Manager that could be added 
by others.  I'm aware of my control issues :)

In any case, this might be a good small project where I could get my hands 
dirty to figure out a way to do just that.

BTW: This is a phenomenal piece of software that has really helped me with 
various hobbies/projects, and this group has been more responsive than I 
could have hoped.
