Chris, I have replicated this problem myself. I would be nice to resolve this. I expect the problems is a result of changes in the save process with the strengthening of browser standards.
Since we faced these changes a lot of new alternatives for saving are now available, if you can use chrome or Firefox we now have Timimi https://groups.google.com/forum/?hl=en#!searchin/tiddlywiki/timimi%7Csort:date/tiddlywiki/GErjqpdhezk/Ax4hEh4XBgAJ perhaps even easier to use than the old tiddllyfox. Once you install something locally ONCE on linux/mac/windows You then install ONCE on your browser the New add on Timimi will automatically allow saving on all file:// based tiddlywikis. If you rename your exiting wikis from hta to HTML you will be able to access them and drag and drop content. With this work around available we need to collect some trouble shooting information to see if we can have the HTA method working again.
