By "secure" environment you perhaps mean "Windows"? Have you tried the HTA 
hack? Change the extension of your TW file to HTA, double click on it in 
explorer,  and it *may* be able to run and save in it's own window. The 
formatting may be a little different, but that may not be important.

If you're on Windows, it would seem that One-Note would be a better 
substitute than Outlook. Perhaps if you tried an Outlook forum they would 
have suggestions.
