Dave, Try save config and reload bob to to ensure it sees any changes.
Is the phone on the same network such as via your wifi, can you access anything else in the network? If you can see the phones ip address and its on the same network can you ping it from your computer? Let us know, what you know about your setup at a high level so we can see what you already know, and help from there.
