I was using BobExe on windows 7, home 64.

Yes, I was using the path to the folder with tiddlywiki.info. The 
tiddlywiki.info path was part of a data tiddler used previously by 
tiddlyserver.  I also tried it with a path to the empty editions 
tiddlywiki.info folder of tiddlywiki from the TW github repository. I also 
tried just making a new Wiki.

The big problem seems to be that the settings file is written over as a 2 
byte file. But even when I hand-populate it, it gets ignored.

You really haven't used windows since 3.1 ?
