It seems a vary a bit. Sometimes refreshing the page does it. When its very resistant closing and restarting Bob server worked for me.
There is also i think, a bug in Bob I haven not written up yet, but will when I can put it down precisely. Sometimes you can invoke a lock even though you didn't actually edit.
