So we can say local storage is fairly reliable, at least in the current 
browser session, so perhaps providing the export changes button that can be 
re-imported, can offer a form of changes only backup, which can use the 
standard download mechanisium, and since the file may never be accessed the 
download mechanism is sufficient.

As long as a Backup/restore changes and full wiki option, is clear and in 
front of users, I do not think this volatility will be an issue.
