Thanks, Tony was right about the .lnk to get exe to run. Because I want 
local programs to run on different computers ( maybe different paths) anf 
some of the short cuts have spaces which are hard to parse, My trick was to 
take the startup shortcuts (or make my own) and move them to D:/Jump which 
exists on all my windows computer at least - and I can change the names so 
that no spaces are in the shortcuts - and all works great - so now my 
opening tiddler has my most frequent used web links, local programs and 
local folders /  files - nice and clean and my fast way to get  / do 
anything (these would be live links in my tiddler:
