at Initial glance: those fill:none; for the elements-- in-line styling of an element overrides all other styling and can interfere with trying to manpulate their styling
now don't go channging anything just yet-- I have to invert the colors on evertyhing so i can look at your map-- the white... it burns! appropriate for a Raven Loft map : D Here's something for you tp look over, put it into a tiddler and experiment with-- uses buttons & hover to show different invisible text, I'll also post some partial svg's with outside hover css like Tobias (in the tb5 link) and a map with roads that have their own hover/tooltip/links.
