Inkscape was made for print vector graphics so it always wants to center 
the image in its page-- the to the right and down offset drove me nuts but 
i figured through arcane settings and saying the words right (Evil Dead 
reference)

your jpg won't be aligned right with your new alignment but that can be 
corrected
