It could just post a warning at the end of the menu if key settings are 
missing. And the various routines refuse to run (with a message) if the 
downloads or
other essential settings are missing.

My sense is that anyone who is challenged by a simple ini file (pre-filled 
with sample data) won't be helped much by a wizard or step-by-step process 
... 
or am I overly pessimistic?
