Just as an idea there could be different types of topics. 
Depending on the type, different workflows could be triggered.

   - discussion
   - question => workflow e.g. similar to StackExchange
   - information
   - action => find volunteers/contributors
   - vote
   - plugin announcement => workflow registration 
   - ?
