Do you happen to know what plugin or tool is setting that cookie? It looks like a poorly formed cookie is being created by...something. I've release a new version of TiddlyWeb (0.9.16) which includes some logging of the raw cookie string that it is attempting to process when you get the error you are seeing. If you upgrade to that (easy_install -U tiddlyweb) and set 'log_level' to 'DEBUG' in tiddlywebconfig.py, your tiddlyweb.log file will include a line containing: simple_cookie looking at cookie string: followed by a bunch of cookie information.
