OK, here's why I was confused. I login and change the SiteTitle and
SiteSubtitle shadow tiddlers. I hit save. I open the URL in another
browser. The site title and subtitle are not changed as I would have
expected. *However* when I logout and log back in I do see the saved
site title and subtitle.

I found it. I haven't figured out how to revert a tiddler from public
to private.
