I think that's my conclusion too. If it is "binary" then cooking the TiddlyWiki with a tiddler containing the base64 encoding of the content seems like our best way forward and can then be turned into data URIs or otherwise manipulated on the client side. Referencing the tiddler URI directly can then serve the content natively, with the "binary" Content-type and be subject to content negotiation.
