Just to add my experience, I didn't notice any issues with FF 15 or 16 on an existing TiddlyWiki. I only noticed issues when I tried to save a new one, and found this thread.
I checked prefs.js and had a number of entries (as above) for "file://" as well as one for my specific file on a mapped network drive, file://h:/ ... etc. I installed TiddlyFox from the official Mozilla site, and now I can save both files normally. Looking forward to an update so I don't need the dialog box every time.
