Thanks for spotting this. There are indeed a number of places where the TW5
core is getting confused between the local time and UTC, leading to the
inconsistencies you're seeing.

For a personal notebook, I think that storing the created/modified dates in
the local timezone makes the most sense. It's possible that certain server
configurations might be better off using UTC.

I'll push a fix and post back here.
