I'm afraid the prospects aren't great for IE10. My understanding is that it
limits data URIs to 32KB, unlike all other browsers in existence.
TiddlyWiki5 uses a data URI containing the entire wiki when it saves, so it
will always break that limit.

I've not researched whether it would be possible to create a TiddlyFox-type
plugin for IE10.

You may be able to use node.js, though, as it doesn't require admin
privileges to use it:
