Ok, this was the missing key for me. I was trying to create them by hand 
according to the PluginMechanism example but until I saw what an exported 
.tid plugin actually looked like, I didn't know what the correct import 
file format should be. Turns out I was missing the .tid header and had some 
fields in the wrong places, I just assumed that all that was needed was the 
json section of the file.
