Oddly, I don't see the behavior/problem you're seeing. With IE 11 on 
Windows 7 x64, I can select and drag/drop a link within the same IE11 
browser window and when I do, it opens that tiddler.  This is also working 
with HTA for me. I am testing this with empty.html and empty.hta. This also 
works for me over at TiddlyWiki.com when opened in IE11.

Perhaps there is some other extension or upgrade artifact that is 
preventing it from working for you? Or perhaps someone in your org has set 
a Group Policy or other IE setting that is somehow interfering or blocking 
this behavior?

I do know that IE can be incredibly fiddly with drag/drop of link as it 
usually takes me to make a text selection first and then drag that (i.e. I 
can't just click-drag a link, it has to be selected as a separate action 
first). This unfortunately, is just the way IE is as there are some things 
broken with it's drag/drop support.
